1. Those projects that belong to the kinds of new agricultural technology, comprehensive agricultural development, transportation, important raw materials industrial construction, etc.
2. Those projects that belong to the new- and high-technology new equipment and new materials ones, can improve the products functionality, save energy and raw materials, enhance the technical and economic benefits or suit the market demands, whose domestic production capacity is not adequate;
3. Those projects that meet the demand of international market, can enhance the products quality, develop the new market, expand the products exports, and increase the exports revenue;
4. Those projects which belong to the new technology and new equipment ones which involve comprehensive utilization and recycle of resources, and the prevention of environmental products.
5. Those projects which can exercise the human and natural resources of the inland mountainous areas, and meet the industrial policies of the nation.

Restricted Development Projects:

1. Those projects which deploy the domestically developed or imported technology, the production capacity have met the demand of the domestic market.
2. Those projects belonging to the industrial projects which the nation allures foreign investment experimental points or implements the specialized industry.
3. Those projects specialized in the rare mental and precious mines resources exploration and exploitation;
4. Those projects belonging to the national planning industrial ones.

Forbidden Development Projects:

1. Those projects which endanger the national security or damage the social public welfare;
2. The projects which pollute the environment, damage the natural resources or harm the human health;
3. Those projects which occupy large volume of arable land, unfavorable for the protection and development of land sources, or damage the safety of the military facilities and utilization efficiencies;
4. Those projects which apply China’s unique techniques or technology to manufacture the products.
